Oktyabrskaya Square was formed in the post-war years, when part of the buildings at the intersection of three streets, viz: Velikolutskaya, Ploskaya and Sergievskaya, were almost completely destroyed.
Pskov was one of the few Russian towns to endure a long occupation: it was captured in 1941 as one of the first, and liberated in 1944 as one of the last in Russia.
Serious damage was caused to Pskov by bombing and shelling as early as 1941. A huge fire burned wooden Zavelichye. The flames raged in the narrow alleys of old Zapskovye. The city was on fire for the third day since July 4. The fascists did not enter the city and doomed Pskov to destruction: there was nobody to extinguish fires...
Of the 3 thousands of buildings in pre-war Pskov, 1380 were completely destroyed, and 435 were half-destroyed. Particularly severe destruction occurred in the central part of the city, where the best buildings and entire neighborhoods were blown up.
Immediately after the liberation of Pskov, its inhabitants began to return to the city. They came from the Soviet rear, came from the forests, returned from Nazi penal servitude - and stepped on the ashes, which had not yet cooled down.
Life began to revive in the city. After the city was cleared of mines, the everyday life of the citizens began to improve, recreation zones began to be equipped, and historical monuments began to come back to life.

In 1960, on the site of the destroyed house of the merchant Khmelinsky, was completed construction of the "House of Communication" by the architect Rusinov.
The former house of town architect Germeyer was demolished in 1960, and a modern building of the Regional Bank was built in its place.
A residential building with a jewelry store "Almaz" on the first floor was built in place of the Commercial Bank.
By the celebration of the city's 1100th anniversary it was decided to erect a monument to Saint Princess Olga in the Red partisan square, which adjoins the October Square.
