Blagoveshchensk - Heihe is a transboundary agglomeration with two centers - the city of Blagoveshchensk (the administrative center of the Amur Region, Russia) and the district of Aihui (Heihe City District, China). In Russia, the agglomeration also includes the villages of the Blagoveshchensk district bordering Blagoveshchensk: Kanikurgan, Chigiri, and Verkhnehblagoveshchenskoye.
Approximately equally populated town of Blagoveshchensk and Aikhui district are separated by the Amur River, which is 800 meters wide at this point. The population of the agglomeration is 454,390 people, the total area is 1,786.69 km².
Blagoveshchensk-Heihe is the largest transboundary agglomeration of the Russian Federation. It is the only place on the whole length of the Russian-Chinese border where cities and not small settlements are neighbors. Blagoveshchensk is one of the few cities in the Russian Federation located directly on the state border.
Mutually beneficial foreign economic and international relations between Blagoveshchensk and Heihe last more than 30 years.
In 2009, Blagoveshchensk and Heihe signed the Twinning Agreement. Since then joint events, unique not only for the two countries, but also for the whole world, have been held annually. Based on the existing experience of international cooperation and taking into account the creation of new transport infrastructure, the administration of the city of Blagoveshchensk, the administration of the Blagoveshchensk district and the People's Government of Heihe urban district decided to begin work on the joint development of cross-border agglomeration.
On May 24, 2019, Deputy Mayor of Blagoveshchensk M.S. Nozhenkin, Head of Blagoveshchensk District E.A. Sedykh and Deputy Secretary of the CPC City Committee of Heihe City District Sun Hengyi signed a memorandum of cooperation in the formation of the cross-border agglomeration concept.
In May 2019, the project "Transboundary Agglomeration Blagoveshchensk-Heihe" was presented at the international exhibition-forum "AmurExpoForum - 2019", in June 2019 - at the Harbin Trade and Economic Fair.
The project "Blagoveshchensk-Heihe Transboundary Agglomeration" is implemented in the course of work on the conjunction of the Eurasian Economic Union (EAEU) and the Chinese initiative "One Belt and One Road".
The agglomeration should become a model zone of economic cooperation between Russia and China, as well as a major transport hub as part of the Program for the Creation of the Russia-Mongolia-China Economic Corridor.
