Luan is an urban district in Anhui Province, in the mountainous Dabi region of China.

In ancient times, the legendary lawgiver Gao Yao lived here. During the Zhou dynasty, there was an ancestral domain of Lugo.
When the Qin kingdom united the Chinese lands into a single state for the first time in history, Luxian County was formed in this area. When Xiang Yu rebelled against the Qin Empire, he made a local native Ying Bu a "Jiu Jian prince," and Lu County became the capital of his domain. After Liu Bang defeated Xiang Yu and founded the Han Empire, Lu became the seat of the Huainan prince for a time, but in 196 BC the center of the Huainan princes' holdings moved to the territory of the modern Shousyan county. In 164 BC the inheritance of the Huainan prince was separated from the inheritance of the Hengshan prince. During the reign of Emperor Wu-di, Huainan and Hengshan princes were parties to a conspiracy, they were ordered to commit suicide in 121 BC, and from parts of their possessions was created for Liu Qin (nephew of the emperor). Since the fief included the counties of Luxian, Anfeng, and Anfeng, the fief was named Luan based on their first characters - thus the name came into being.

During the Song Empire, the Luan military district was established in 1118. After the Mongol conquest, the Luan County was formed as part of the Yuan Empire, which, after the overthrow of the Mongols and the formation of the Ming Empire, was subordinated to the Luzhou Board. In the Qing dynasty in 1724 the province was elevated to the status of a "directly governed" province (i.e., it began to report directly to the provincial authorities, bypassing an intermediate link in the form of an office). After the Xinhai Revolution in China, the administrative division structure was reformed, and the provinces with their administrations were abolished.

In 1932, the Kuomintang troops under the command of Wei Lihuang, who fought the Communists at the junction of Henan, Anhui and Hubei provinces, occupied the township of Jinjiazhai and Lihuang county of Henan province was formed in that area. In 1933, Lihuang County was transferred from Henan Province to Anhui Province.

During the war with Japan after Anqing was captured by Japanese troops in 1938, Anhui Province moved to Lihuang County and remained there until the Japanese surrender in 1945. During the civil war, the county was occupied by Communist troops in September 1947, and was renamed from Lihuang to Jinzhai.

In 1949, the Luan Special District was formed, consisting of 6 counties. In 1952, Feixi County was transferred to it from the disbanded Chaohu Special Region. In 1958, Feixi County was placed under the jurisdiction of the Hefei authorities, but in 1961 it was returned to the Luan Special Administrative Region. In 1965, Lujiang County was transferred to the reconstituted Chaohu Special District.
In 1971, the Luan Special District was renamed Luan County. In 1978, the urbanized part of Luan County was separated into a separate Luan City, subordinate directly to the county authorities. In 1983, Feixi County was again placed under the jurisdiction of Hefei authorities. In December 1992, Luan City and Luan County were merged to form Luan City County.

In 2000, Luan County and Luan City County were dissolved in accordance with the decree of the State Council of the People's Republic of China, and Luan City County was formed; Jinan and Yuan districts were established in the former Luan City County.
In 2015, Shouxian County was transferred to Huainan City District, and Yeqi District was separated from the lands of Hociu County.
