Orsk is the administrative center of a district in the Orenburg region. It stretches over an area of 621.33 km2. This places it among the ten largest cities in Russia. Orsk is divided into 3 administrative districts: Sovetsky, Leninsky and Oktyabrsky. The distance to Orenburg is 286 km. The closest city is Novotroitsk - it is located west of Orsk.
Its population is 230,414 people. Its density is 370.8 people/km2. In terms of population and industrial development, it is the second largest in the Orenburg Region.
The building of the Palace of Culture of Petrochemists is in Oktyabrsky district, Lenin Avenue. It was designed for workers of the Chkalov plant as a business club. It was opened in 1952, where the House of Culture and Technology of the Chkalov plant was located. The author of the project was the architect L.R. Shmakh (Architectural and design studio named after Academician V.A. Vesnin, Moscow).
During the construction the exterior and interior appearance was improved by E.Ya.Makarov and R.P.Gauss. The two-storey stone building in the neoclassical style is a monument to Soviet-era urban planning. The building is set back from the red line of the avenue.
The facade is a six-column portico on a stylobate with an entablature and a triangular gable. The angular sculptural decorations are placed on the slopes of the pediment. At the top of the pediment is a composition of banners with heroic emblems.
In the 1970s, an annex was added to the building. In 2000 the new building was decorated as a "Youth" Cultural Center. In 2004 it was sold into private ownership.
The old building still houses the Palace of Culture of the Petrochemists. The building is an example of a large town planning structure of cultural and entertainment purpose. By decree of the head of Orsk Administration ¹ 260-r from 14.02.1994 the building was declared a monument of the town planning. The restoration works made the main cultural institution of Orsk much more magnificent.
