Ulyanovsk, which bore the name of Simbirsk until 1924, began its history in 1648. Then voivode Bogdan Khitrovo, executing the Tsar's decree, began construction of a wooden fortress between the Volga and Sviyaga rivers. The citadel successfully coped with the protection of the southern borders of Russia from the raids of nomadic tribes, and withstood a siege by the troops of Stepan Razin. The policy grew and in 1780 received provincial status. During the period of industrialization many enterprises appeared here.

After the end of World War II, several large factories were built in Ulyanovsk that produced engines, automobiles, airplanes. Today the city is one of the main industrial, commercial, transport and cultural centers of the country. In 1963 the former Vyrypaev highway was renamed into Ryabikov Street.
Valentin Vladimirovich Ryabikov (1883-1962), a native of Simbirsk, one of the founders of the Simbirsk group of the RSDLP, a member of the revolution of 1905 in the Volga region, an active fighter for the establishment of Soviet power in Siberia. After the civil war, he worked as a party member, a diplomat and an economist. On the eve of the 50th anniversary of the first Russian revolution he came to Ulyanovsk, gave reminiscences in the labor collectives.
