The founder of the institution is the Administration of the urban district of Kashira.
A club has been functioning in Ozherelye since about 1937. The first building was of wood. The club had an auditorium and a library. The first director of the club was Aranovich. After the war, the leadership of the club was taken by Goldobin Nikolai Petrovich.
In 1948 began work on the building project for a new clubhouse, the construction of the building lasted 5 years. In November 1953 there was a grand opening of the new club. Since the opening and up to 1986 the club was headed by Nikolai P. Goldobin. In 1986 he was replaced by Svetlana A. Shabalina. In 2012, Mikrukova Elena Anatolievna was appointed director of the House of Culture.
